It's really easy to install Japanese language support under windows XP. Open the start menu and choose the Control Panel.

Here you select the category Date, Time, Language, and Regional Options.

Click on Add other languages to open the dialog Regional and Language Options.

To add Japanee as a new input language you need to install the files for East Asian languages first. This can be done by selecting the Install files for East Asian languages checkbox.

An info dialog appears which can be confirmed with OK. At this point it might happen that you are asked to insert the Windows XP CD, so keep it ready.

To execute the actual installation click on the Apply button. Abort the prompt to restart the computer with No.

Now everything is ready for the next steps. Click on the Details... button to open the Text Services and Input Languages dialog.

In the section Installed Services you can see that there are already to input languages present. To add one more click on the Add... button.

In the Input language drop down menu select Japanese.

Now everything we need to input and display Japanese text is ready. However so far we have no way to switch between the different input languages. Therefore we display the Language Bar on the desktop. Click on the Language Bar... button to open the Language Bar Settings.

Here you select the Show the Language bar on the desktop checkbox then confirm the dialog with OK.

If you need to switch between the different input languages frequently it is a good idea to assign a keyboard shortcut for the change between input languages at this point. To do so click on the Key Settings... button.

Here you have several choices:  By selecting Switch between input languages you can cycle through all installed input methods. However if you have more than two input methods installed or use applications that have conflicting keyboard shortcuts it is better to assign each one its own key sequence. This can be achieved by selecting Switch to for every input language. I decided to use the first option here.

Click on Change Key Sequence.... In the appearing dialog select the Switch input languages checkbox and deselect the Switch keyboard layouts checkbox. The number of available combinations is unfortunately very limited thus possibly conflicting with other applications. Confirm the dialog by clicking OK.

The other dialogs can also be confirmed with OK now.

To complete the installation the computer needs to be restarted. If you have no open applications or unsaved files and documents you can reboot your system by clicking Yes. Otherwise Click No and save all unsaved files and  document. Also confirm the Regional and Language Options dialog with OK. Now reboot your system over the start menu.
